Permit Process:
- Submit Residential Zoning Certificate for a Fence to Powell Building Department (47 Hall Street)
- Required documentation: Completed application, scaled drawings showing fence and house dimensions to property lines
- Permit fee: $40 (non-refundable), payable to the City of Powell
- Application must clearly indicate fence location
Height Restrictions:
- Maximum height: 5 feet (lower than surrounding communities)
- Front yards: No fence allowed which impedes vision across yard above 2.5 feet height
- Corner lots: No fence permitted within triangular space formed by intersecting street lines and points 50 feet from intersection
Material Restrictions:
- Prohibited types: Fences exceeding 5 feet in height, barbed wire, chain link, interwoven (plastic, metal, fiberglass) fences, stockade fences, boundary line fences
- Materials must be in good condition and suitable for fence construction
Special Considerations:
- Privacy fences require written consent from all adjacent lot owners and lots within 200 feet
- All fences must be maintained in good condition, structurally sound, and attractively finished
- Grounds between fences and property lines must be maintained in neat, clean condition
- Each property must remain accessible outside fence area through gates or openings
- Variances may be permitted by Board of Zoning Appeals with written consent from affected property owners
