Permit Process:
- Applications submitted through Hilliard's online OpenGov portal
- Fence contractors must register with Hilliard as General Contractors
- Plans/drawings must show property dimensions, exact fence height, location, length, material type, construction type, and building locations
- Property lines must be verified by survey drawing, marked corners, or neighbor approval
Height Restrictions:
- Front yards: No fences permitted (except invisible fences)
- Side and rear yards: Maximum 6 feet
- Ground clearance: All fences must extend to ground or have bottom panels no higher than 6 inches above ground
Material Restrictions:
- All fences must be neutral color (white, tan, light gray, light brown, or similar)
- Finished side with no exposed posts/supporting elements must face outward
- Prohibited types: Barbed wire, stockade, basket weave, electric, razor wire, concertina wire, solid plywood, scrap lumber, common concrete, cinderblock
Special Considerations:
- Location restriction: Fences only permitted in rear and side yards, not past the build-to line of the main structure
- Drainage swales: Must leave 6 inches clearance at bottom if fence crosses a swale
- Cannot encroach upon public easements
- Drainage easements require prior approval of city engineer
- Only one style of fence/wall permitted per property line
